Dear Visitors, Business Owners and Residents,

Hello and welcome to the City of Stockbridge’s website and, more importantly, our city, which is one of the fastest growing cities in the great state of Georgia.

Stockbridge is in the heart of Metro Atlanta’s Southern Crescent having the nation’s busiest north-south Interstate running through it, I-75.

Founded in 1829 and moved farther south years later to follow the railroad, Stockbridge is said to be named after Levi Stockbridge, a "Yankee professor," who traveled along the East Coast teaching classes in various communities. The coming of the Southern Railroad in the year 1881 was an epoch and made great changes. The railroad was built from Macon to Atlanta. Stockbridge was incorporated as a town in 1895 and as a city August 6, 1920.

Today Stockbridge is home to over 27,000 residents. We have much to be proud of with our world class Merle Manders Conference Center complimented by the Strickland Center and the soon to be open Stockbridge Multiplex that will offer arts and cultural programs for all ages. Our parks are first class and offer covered pavilions for family gatherings, playgrounds, green space walking trails and sports fields. Our city sanitation, water, waste-water and storm-water programs are top rated in the state.

We have just embarked on our Georgia Main Street program that will renew our historic downtown area near our new City Hall and green spaces. Stockbridge is on the cusp of new dynamic economic development efforts that will include large scale hotels and meeting facilities, medical and health industry offices that surround Piedmont-Henry Hospital and a technology infrastructure that will support these vital business entities.

This position is responsible for providing financial, administrative and clerical services, including processing and monitoring payments and expenditures, providing these services in an effective and efficient manner to ensure that municipal finances are accurate and up to date, and that vendors and suppliers are paid within established time limits. Major duties include: Processes accounts payable using a computer-based accounting system; Prepares invoices for payment, generates payments and obtains signature approval of expenditures; Communicates with the public, outside vendors and contractors to answer general questions and resolve particular issues regarding invoices and payments; Maintains project expenditure tracking system using spreadsheet and database software; updates database of financial records as needed to ensure completeness and accuracy; Perform records management duties, including sorting, filing, indexing, purging, scanning, research, and retrieval of documents in paper and digital form; Performs other duties as assigned.

This position performs a variety of administrative duties in support of the Mayor and City Council and the preparing and record keeping of Council meetings, actions and decisions; serves as custodian of official City records; prepares and submits a variety of official documents, records, legal materials, etc.; serves as the Open Records Custodian. Major duties include: Attends all meetings of the City Council; takes minutes and ensures minutes are accurately transcribed for permanent records; indexes minutes; and maintains related database files; prepares and distributes agenda; manages agenda software; ensures compliance with the state's Open Records and Open Meetings acts; Maintains all official records of the City including contracts, lawsuits, minutes, easements, property deeds, appraisals, codes, etc.; certifies copies of documents; drafts ordinances and charter revisions; submits all ordinances to Municipal Code for codification; publishes code of ordinances for the City; researches information from official records; and provides copies to City officials and the general public upon request; Oversees and maintains City's record management systems; creates and maintains permanent files and records as required by law; researches records as needed; retains or destroys records as required by law; Coordinates elections with the Henry County Board of Elections; Performs general clerical duties for the Mayor and the City Council as needed or requested; Maintains confidentiality with all matters pertaining to the Mayor and City Council; Writes and processes ordinances, resolutions, staff reports, and legal advertisements; Performs other duties as assigned.

The City Manager is the chief administrative officer of the city and devotes all of his or her working time and attention to the affairs of the city and is responsible to the Mayor and City Council for the administration of all city affairs placed in the manager's charge by or under the City Charter. Major duties include: Assist the Mayor as needed with preparation of the annual operating budget and capital budget to be presented to the City Council; Act as a liaison between the Mayor/City Council and the public by responding to inquiries and resolving conflicts; Represent the Mayor and City Council at various meetings and social functions as directed; Develop materials for meetings of the City Council; Attend all council meetings, unless excused there from; Attend committee meetings when requested; Make recommendations to the City Council as needed; Implement decisions made by the council; Administer policies and programs as approved by the City Council by directing departments in the procedures necessary for implementation; Keep the City Council advised of the financial and administrative affairs affecting the city; Prepare progress reports; Submit to the Mayor and City Council and make available to the public a complete report on the finances and administrative activities of the city as of the end of each fiscal year and make such recommendations as may be deemed desirable; Develop short and long-term plans for city operations and act as city's principal liaison on economic development activities; Recommend to the governing body adoption of such measures as may be deemed necessary or expedient for the health, safety or welfare of the community or for the improvement of administrative services; Investigate the affairs of the city or any department or division thereof; Investigate all complaints in relation to matters concerning the administration of the government of the city and with regard to services maintained by the public utilities in the city; Ensure that all franchises, permits and privileges granted by the city are faithfully observed; Provide reports and information to the media as requested upon approval by the Mayor; Supervise all department heads and city employees; Execute documents on behalf of the Mayor where so authorized in a written document describing the authority granted and executed by the Mayor; Appoint and employ all necessary employees of the city, provided that excepted from the power of this appointment/employment are those officers and employees who, by the City Charter, are appointed or elected by the Mayor or City Council; Direct and supervise all department heads and city employees and the administration of all departments, offices and agencies of the city, except as otherwise provided by the City Charter or by law; Make recommendations to the Mayor and City Council regarding qualified candidates to fill open positions within the city; Exercise supervision and control of all departments and all divisions created in the City Charter or that hereafter may be created by the City Council except as otherwise provided in the City Charter or general law; Suspend with or without pay for up to thirty (30) days in accordance with the city's personnel policy and general law where applicable any city employee serving under the supervision of the City Manager; Remove employees below the level of a department head in accordance with the city's personnel policy and general law, without the consent of the City Council and without assigning any reason therefor; Recommend the suspension, termination or other reprimand of a department head nominated by the Mayor and appointed by the City Council, which the City Manager must present to the Mayor within two (2) business days thereof in writing, and absent a written objection from the Mayor within five (5) calendar days of the notice of same to the Mayor from the City Manager, said personnel action shall be imposed; Make such other reports as the Mayor or City Council may require concerning the operations of city departments, offices and agencies subject to the manager's direction and supervision; Perform other such duties as may be required by the Mayor and City Council that are specified in the City Charter or as may be required by the City Council and which are not inconsistent with the City Charter, laws, ordinances or resolutions.
